My brothers, my sisters…

 I bring to your attention the following two matters:-

First Matter:

In the most recent days, most of the city of Ramadi, Anbar province has been liberated, as fighters of the armed forces backed by epics of heroism and sacrifice of tribal fighters, which has been reflected in what these brave fighters possess in national will and religious dogma to defend Iraq and its sanctities whatever the sacrifices may be. This great victory, is solely as a result of the sacrifices of thousands of national heroes in the army and the federal police and the sons of the noble tribes, in addition to what dear volunteers and tribesmen paved in their various addresses during the previous months, as fierce battles took place and spread over large areas in the areas surrounding the city of Ramadi, draining much of the capabilities of Islamic State in Iraq and Syria (ISIS) terrorists. This remarkable victory soars to refute the allegations of some that, the Iraqi army lacks the will to fight and it failed to achieve significant progress on ground. Rather, it has been proven that where there is leadership and courage and provision of the necessary equipment for any battle, no matter how great, our men of the armed forces and their backers will fight with all their determination and will and triumph will inevitably be their ally.

As we applaud these heroes of their victory against the terrorists, and express our grief and sorrow of what the recent battles caused in the destruction of large areas of the city of Ramadi, we affirm the military leaders in the armed forces supported by volunteers and tribal fighters and sons of agricultural areas under control by ISIS mobs to take advantage of the psychological conditions and military defeat of these gangs by setting and implanting a prudent plan for the liberation of the remaining areas, especially important areas, in order to rid the areas of them for their people and deter any opportunity of some in their ill-intentions of gains in Iraq by controlling some areas of Iraq.

With the passing of a year and the start of a new year, all should be inspired by the lessons which passed by Iraq and the whole region in previous years. In this regard we mention the following:

  • It is about time for internal and external parties that tried to exploit the violence as a means to achieve their political goals; by targeting civilians with car bombs, explosive devices and criminals of suicide bombers, for the purpose of spreading chaos and distracting the security forces and disrupt the political process. Then, attempted with the ISIS phenomenon a means to achieve these objectives. Indeed, it has failed in all these attempts. It is time for these parties to reconsider its calculations and dispense their malicious schemes, that have not lead and only will lead to further destruction and the occurrence of the heaviest losses and the greatest damage to life and property.
  • Undoubtedly, some of the erroneous policies pursued by some of the ruling authorities, mismanagement and rampant corruption, provided a conducive atmosphere for the progress and of the worsening ISIS phenomenon over the country. From here, it is time for political forces, that clench on the reins of power, to seriously review its policies and performance of the previous period, and realise there is no way for it to save the country from tragedies that are going through only by contributing to the establishment of good governance based on the equality of all citizens in rights and duties.
  • Essentially, in order to restore stability to areas liberated from ISIS terrorism, is developing a plan for reconstruction, especially infrastructure and basic services such as hospitals, schools, power plants and water and the like. Also, concentrate on a mechanism to help the population of invaded areas, which coordinates between the security forces and the people of these regions and its tribes that guarantees complete liberation and doesn’t pave any way for the ISIS terrorists from returning to it again and the formation of any terrorist danger to them and their neighbouring areas.

Second matter:

Complaints continue to arise by the people of Basra and other provinces of continued armed tribal conflicts, which intrude security and stability, and claim the lives of dozens of innocent citizens who are innocent of committed murders and other crimes. But, they are targeted solely because they are the sons of the offender’s clan, and so on. As we renew our condemnation and denunciation of these practices contrary to all legal, national and ethical standards, we affirm the sanctity of the operations of murder, forced deportation and call on the security forces that hold the reins of things and prevent whatever interrupts the security and stability of citizens..

Dear God, make this our year of our release from all misfortunes, and one in which our conditions are rectified.
