Political pluralism is one of the basic principles of democracy, which believes in a society dominated by the principle of respect for the will of the majority, the preservation of the rights of the minority, and the difference of opinions and interests, this coalition is translated into public programs and policies adopted by political parties, on the basis of which elections are contested, and on this basis, the peaceful transfer of power through periodic elections is the only way to assign political power in the state, as the people can intervene periodically, and regularly to determine their representatives by strong political parties in the democratic system is an essential element, and the electoral system is the element The most vital thing is to organize the election process, determine the methods and methods used to present candidates to voters, sort and define the results, it manages the process of peaceful transition of power, or stay in it, the electoral system in a broad sense turns the votes cast in the general elections into seats reserved for political parties and candidates, it is thus the primary pillar of democracy, is an essential pillar in every political, administrative, social reform, the strength of power and the source of its legitimacy, which makes the process of choosing the electoral system is one of the most important decisions taken in democratic countries. Based on the above, it assumed that the electoral system takes into account three main pillars, all of which aim at the stability of the political system and democracy in the country:
– It ensures the presence of strong and effective political parties in Parliament.
– It establishes the existence of deputies representing the people in a realistic, genuine, and close manner.
– It provides a reasonable amount of possibilities for the exchange of power roles between existing political forces, not to lead to stalemate and repetition of political equations.
