{"id":197,"date":"2015-08-14T07:16:42","date_gmt":"2015-08-14T07:16:42","guid":{"rendered":"http:\/\/10.20.30.45\/bayancenter\/en\/?p=197"},"modified":"2015-12-12T09:05:31","modified_gmt":"2015-12-12T09:05:31","slug":"friday-prayers-sermon-in-imam-hussains-holy-shrine-20","status":"publish","type":"post","link":"https:\/\/www.bayancenter.org\/en\/2015\/08\/197\/","title":{"rendered":"Friday Prayer Sermon in Imam Hussain\u2019s Holy Shrine"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"color: #ff0000;\"><strong>Sheikh Abdul Mehdi Al-Karbalaei<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Dear brothers and sisters\u2026<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>I bring to your attention the following matters:-<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>First Matter:<\/strong><\/p>\n<p style=\"text-align: justify;\">Yesterday, the savage terrorists carried out a car bomb in Alawt al<\/p>\n<p style=\"text-align: justify;\">Jamila, Baghdad that resulted in the death and injuries of hundreds of<\/p>\n<p style=\"text-align: justify;\">innocent citizens, to which ISIS announced its adoption of the criminal<\/p>\n<p style=\"text-align: justify;\">act for this heinous and unashamed sectarian crime, as these brutal crimes<\/p>\n<p style=\"text-align: justify;\">coincide in retaliation to the decent Iraqi people who blessedly stood by<\/p>\n<p style=\"text-align: justify;\">their sons in the armed forces and heroic volunteers and all those who<\/p>\n<p style=\"text-align: justify;\">care as a strong barrier in the face of them to stop them achieving their<\/p>\n<p style=\"text-align: justify;\">ominous aims, as we express our sympathy and solidarity with the<\/p>\n<p style=\"text-align: justify;\">bereaved families and their loved ones asking for peace on the souls of<\/p>\n<p style=\"text-align: justify;\">who died in this vicious attack, and we pray for the speedy recovery of<\/p>\n<p style=\"text-align: justify;\">the wounded. We emphasise that these atrocities will not break the will of<\/p>\n<p style=\"text-align: justify;\">the Iraqi people, but rather increases his determination to continue<\/p>\n<p style=\"text-align: justify;\">fighting until we achieve the final victory and rid the country of terrorists\u2019<\/p>\n<p style=\"text-align: justify;\">abomination with the help of Allah The Almighty. We also emphasise<\/p>\n<p style=\"text-align: justify;\">once again on the responsible government agencies the need to speed up<\/p>\n<p style=\"text-align: justify;\">the reform process of the security and intelligence institutions, in order to<\/p>\n<p style=\"text-align: justify;\">perform its required role in providing security and stability and detect<\/p>\n<p style=\"text-align: justify;\">terrorist acts before they occur.<\/p>\n<p style=\"text-align: justify;\"><strong>Second matter:<\/strong><\/p>\n<p style=\"text-align: justify;\">The fight against rampant corruption in government institutions<\/p>\n<p style=\"text-align: justify;\">was one of the most important concerns of the Supreme Religious<\/p>\n<p style=\"text-align: justify;\">Authority since the early years of the regime change, confirmed over and<\/p>\n<p style=\"text-align: justify;\">over again in the past ten years in the issued statements in its office in<\/p>\n<p style=\"text-align: justify;\">Najaf Al Ashraf and its Friday sermons, on the importance of adopting<\/p>\n<p style=\"text-align: justify;\">serious steps in the fight against financial and administrative corruption<\/p>\n<p style=\"text-align: justify;\">and that no security, no development and no progress can be witnessed<\/p>\n<p style=\"text-align: justify;\">without it. I would like to read for your attention segments from data<\/p>\n<p style=\"text-align: justify;\">released by the Supreme Religious Authority\u2019s Office in this regard over<\/p>\n<p style=\"text-align: justify;\">the past years; In April 2006, a nearly ten years ago and after the first<\/p>\n<p style=\"text-align: justify;\">session of the House of Representatives elections and prior to the<\/p>\n<p style=\"text-align: justify;\">formation of the government, the office issued a statement stating:<\/p>\n<p style=\"text-align: justify;\">\u201cOther than that the next government tasks that are anti-administrative<\/p>\n<p style=\"text-align: justify;\">corruption, rampant in importance in most state institutions degree<\/p>\n<p style=\"text-align: justify;\">portends grave danger, it must develop practical mechanisms for the<\/p>\n<p style=\"text-align: justify;\">elimination of this incurable disease and prosecute corruptors judicially<\/p>\n<p style=\"text-align: justify;\">whoever they are\u201d<\/p>\n<p style=\"text-align: justify;\">In September 2006, after the formation of the government, the<\/p>\n<p style=\"text-align: justify;\">office issued a statement reiteration emphasising once again the need to<\/p>\n<p style=\"text-align: justify;\">combat corruption and abuse of power that causes the loss of Iraqi state<\/p>\n<p style=\"text-align: justify;\">resources, stressing the necessary role that enables the judiciary to<\/p>\n<p style=\"text-align: justify;\">exercise its role in corruption cases issuing the appropriate legal<\/p>\n<p style=\"text-align: justify;\">sentences as soon as possible.<\/p>\n<p style=\"text-align: justify;\">In February 2011, the office issued a statement stating:<\/p>\n<p style=\"text-align: justify;\">\u201cThe supreme religious authority calls the House of Representatives and<\/p>\n<p style=\"text-align: justify;\">the Iraqi government to take serious and concrete steps to improve public<\/p>\n<p style=\"text-align: justify;\">services, especially electricity and the allowance items, and provide<\/p>\n<p style=\"text-align: justify;\">work opportunities for the unemployed, and the fight against rampant<\/p>\n<p style=\"text-align: justify;\">corruption in various government departments, and before this and that<\/p>\n<p style=\"text-align: justify;\">make critical decisions to cancel unacceptable privilege granted to<\/p>\n<p style=\"text-align: justify;\">existing and former members of the House of Representatives and<\/p>\n<p style=\"text-align: justify;\">provincial councils and senior officials in the government of ministers<\/p>\n<p style=\"text-align: justify;\">and those with special grades and others, and to refrain from the<\/p>\n<p style=\"text-align: justify;\">introduction of non-essential government positions annually, costing vast<\/p>\n<p style=\"text-align: justify;\">sums of money belonging to the oppressed peoples, and the abolition of<\/p>\n<p style=\"text-align: justify;\">currently existing ones\u201d<\/p>\n<p style=\"text-align: justify;\">These are examples issued by the Supreme Religious Authority<\/p>\n<p style=\"text-align: justify;\">previously and currently calling on the continuing need to combat<\/p>\n<p style=\"text-align: justify;\">corruption in the state, which unfortunately we did not witness any<\/p>\n<p style=\"text-align: justify;\">attentive ears for in the past years.<\/p>\n<p style=\"text-align: justify;\"><strong>Third matter:<\/strong><\/p>\n<p style=\"text-align: justify;\">Several decisions to reform government institutions and the fight<\/p>\n<p style=\"text-align: justify;\">against corruption has been announced in recent days, to achieve a degree<\/p>\n<p style=\"text-align: justify;\">of social justice, which we value and we hope those decisions find their<\/p>\n<p style=\"text-align: justify;\">ways into actual implementation in the near future. We would like to note<\/p>\n<p style=\"text-align: justify;\">that the most important requirements of the reform process:<\/p>\n<p style=\"text-align: justify;\">Firstly\/ Reform of the judiciary; it is an important milestone in the<\/p>\n<p style=\"text-align: justify;\">completion of the reform compilation and cannot be actual real reform<\/p>\n<p style=\"text-align: justify;\">without it, for rampant corruption is existent even in the judiciary, but<\/p>\n<p style=\"text-align: justify;\">there are certainly quite a few honourable judiciary who did not<\/p>\n<p style=\"text-align: justify;\">contaminate their hands in bribery, who cannot be blamed for any aspect<\/p>\n<p style=\"text-align: justify;\">of the corrupted system. They are whom we must rely on in the reform<\/p>\n<p style=\"text-align: justify;\">process of the judiciary, to be based as a foundation to repair the rest of<\/p>\n<p style=\"text-align: justify;\">the state institutions.<\/p>\n<p style=\"text-align: justify;\">Secondly\/ There are many laws and decrees issued in the past years,<\/p>\n<p style=\"text-align: justify;\">which have opened broad prospects for the practice of corruption in its<\/p>\n<p style=\"text-align: justify;\">various forms, which must be assigned to the government and the House<\/p>\n<p style=\"text-align: justify;\">of Representatives to reconsider these laws and decisions and to work on<\/p>\n<p style=\"text-align: justify;\">modifying or abolishing what it sees as required in the sole public<\/p>\n<p style=\"text-align: justify;\">interest. In contrast, there is an urgent need for legislative laws and<\/p>\n<p style=\"text-align: justify;\">decision-making which reform cannot be practised without, which it is<\/p>\n<p style=\"text-align: justify;\">the most important of reform laws; the Law on the ranking salaries to<\/p>\n<p style=\"text-align: justify;\">state employees, that takes into account social justice as it is not<\/p>\n<p style=\"text-align: justify;\">acceptable that some senior officials have salaries amounting to tens of<\/p>\n<p style=\"text-align: justify;\">millions per month, not reaching the monthly salaries for many<\/p>\n<p style=\"text-align: justify;\">employees of mere three hundred thousand dinars. We hope that the<\/p>\n<p style=\"text-align: justify;\">government and the House of Representatives and the Supreme Judicial<\/p>\n<p style=\"text-align: justify;\">Council conduct the required reforms are well thought out without<\/p>\n<p style=\"text-align: justify;\">reluctance and delay, bearing in mind that the decent population are<\/p>\n<p style=\"text-align: justify;\">watching their work and will be watchful to see them pursue their<\/p>\n<p style=\"text-align: justify;\">performance and take appropriate stance against those who hinder or<\/p>\n<p style=\"text-align: justify;\">procrastinate in performing reforms and anti-corruption.
